as of last year, RadShack sold a $20-ish preamp that works okay. RCA inputs, RCA outputs, though i don't recall if there was a grounding lead. (the old ones had them; the new ones may not, though they need them.)

it was buried in their catalog, but any old-timer behind the desk at RadShack will know exactly what you're talking about, whereas the kids behind the counter don't know what vinyl and cassette are anyway. :)

re: I suppose you have increased your RECORDING levels of your line input? I know that sounds obvious, but, turning up the volume of the line level does NOT increase the recording gains. Go to your sound mixing board.. hit options... select record... then turn up your line levels (or master gain too if nevessary)

try ht encoder - get a demo version from their website which allows a minute of coding time - probably enough for small clips.
