There is actually an easier way to do this through Windows 2000 or XP. Log on as Admin and go to Administrative Tools/Local Security Settings. Then open Local Policies/Security Options. Find the entry that says:
Devices: Restrict CD-ROM access to locally logged-on user only. Change the Security setting from Disabled to Enabled. I guaruantee this will fix all of your user rights problems, whether it be in a domain or local logon. I used it with ID's that had nothing but User rights and was able to burn CD's without a problem. Hope this helps you out. I also had this issue and this was the way I resolved it. The download mentioned below did not exist at the time. The above method will allow anyone to burn a CD, the latter gives you a choice if that is a concern.

The problem with user rights in w2k (and possibly even in WinXP) solves this program: http://www.cdr.cz/files/software/Ahead/NeroBurnRightsInstaller.exe (cca 650kB)
It allows you to choose whether only Administrator can burn, or Everone, or only Admins and members of "Nero" group.

Can Dvds be written with a cd-rom and cd-rw?
Absolutely not.
Why? Because you normal CD-ROM cannot read dvd videos. That is why you must have a DVD-ROM to read the dvd and then convert it to vcd, because a cd-rw does support cd's that are bigger than 80m and dvds are up to 4 gigs big.

This fix (below) seems to allow cd/rw access for other users...
I run Win XP Pro with Nero 5.5.7.2
But, now I've come to another problem:
When *not* an Administrator/PowerUser, I try to run a CD Copy... Nero attempts to read the CD to be copied to a temporary file in the C: (for example, "C:\_NIM4711.TMP"). Since this user does not have write-access to the root directory of C:\, Nero fails.
Does anybody know how to change the directory that Nero writes this temp file to? I've tried modifying the "Nero Cache" in Nero's File menu-Preferences...-Cache tab, but this does not seem to change what I want changed.
Please help.

Help! CDD 3610 and NERO problem
Hi,
I am getting a very strange error when trying to copy a folder with many files using Nero and my Philips CDD 3610.
Command sequence error
Could not perform Fixation
Burn process failed at 2x (300 KB/s)
Why does this happen??? My computer is a Pentium 200Mhz 32Mb RAM WIN 98
I use NERO 5.5 and my Philips CDRW has its firmware updated to 3.09

I had the same problem you have to open your drive and clean inside from dust and then everything worked fine for me...

I believed someone else mentioned it above. You must use PIO mode and not DMA in your IDE controller settings located in your device manager. If you don't know how to change:
1. Right-click My Computer and go to Properties
2. Hardware tab
3. Device Manager
4. IDE ATA/ATAPI controllers
5. Double-click your Primary or Secondary IDE channel (depending on how you configured your CD-RW)
6. Chose Advanced Settings and change the Transfer Mode to PIO Only.

CDRW 3610 Philips doesn't ned any driver to work . You just have to force PIO mode transfer because windows XP set it to DMA and this burner only works in PIO mode. I made this change I install the adaptec aspi driver too and now it works fine
