Wave Splitter from Claudiosoft is a freeware utility that allows you to extract a sample from a WAV file without loading it into memory.

No matter how big your source WAV file is (it may be hundreds of megabytes!), if you want to sample a part of it, you can do it very quickly, without wasting RAM.

You can now use a graph to select your sample and normalise your output WAV file (amplitude, offset)
