Cool MP3 won't run for me

I have tried to get this program to work on my 1.1 GHz AMD win98se box and it keeps giving me an error message -- Component 'COMDLG32.OCX' or one of its dependencies not correctly registered: a file is missing or invalid --

I have even taken the extreme step of reinstalling windows and the error remains. I have VB6sp5, directx 8.1 installed. I do not use any other M$where besides os and minor accessories.

any clues out there?
