MP3 layer II ( not is the III layer )

I was converting a mov FILE THAT HAVE THE MP3 LAYER II ( 2, not is the layer 3 ), but I not find the adequate codec.
Any MP3 codec is the adequate or is necessary a MP3 layer 2 specific codec?
I have one MP3 codec ( FHG Radium MP3 ), but this codec not is useful.

That's what I'm saying :) Although I don't know the answer to the question, I was wondering how to convert them myself.

W2000 Problems
